One of the key things that you mentioned, but bears mentioning again, is to be very specific in your project spec. 

Coders will do exactly what you ask them to do, so make sure it is all in there.

If you need help scoping out and creating your project spec, then it might make sense to hire someone on RAC for that specific job.  i.e. put a project out for bid for a software project manager to help you write your spec.</description>
